Is there any reason to think this is a real thing?

The article contains various sources talking about this alleged 'diet', but it's not clear from any of them if anyone actually does it in real life, beyond a few videos on YouTube. The BDA seriously considers it a real practice and actively warns against it[1]. Some fad diets may be urban myths such as the tapeworms diet, and reliable historical sources indeed do mention this likely hypothesis, but I have read no such thing about the cotton ball diet.
