Merger proposal

Progressive external ophthalmoplegia appears to cover the same ground as this article. As I understand it the terms are interchangeable, but 'CPEO' is a common abbreviation in speech and writing in British neurology, and this article is more detailed. 'Tis done. I've tried to avoid changing the text (as I believe is etiquette for a merge), but it was hard as a lot of this is written badly and in places I can hardly make sense of it. ANT1 link is faulty
