Who was Ohtahara?

I'm assuming (from the name and medical nomenclature conventions) that he was (1) Japanese, at least by descent and (2) the researcher who first described the syndrome, but what was his full name, where was he working, and when did he do the formal description? Why is there an inheritance pattern?
