Remove or Move the "Ineffectiveness" Heading

So what?
The section on the presidential/senatorial appointments of Stuart J. Ishimaru, Jacqueline Berrien and Chai Feldblum seems quite redundant. What point is being made here? Valetude (talk) 10:37, 19 April 2020 (UTC)
