Sam Chukwuka Onyeka is a Nigerian lawyer and risk management consultant with over 20 years of academic and industry experience. He is particularly noted for his contributions to anti-money laundering and combating the financing of terrorism (AML/CFT) efforts in Nigeria.[1] Onyeka's work in this field has garnered international recognition, highlighted by the Association of Certified Money Laundering Specialists (ACAMS) in 2015.

Early Life and Education

Onyeka Samuel Chukwuka was born on November 25, 1965. He pursued his undergraduate studies at Abia State University, Uturu, where he earned a Bachelor of Laws (LL.B) degree with second class honors in 1990. He then attended the Nigerian Law School, Victoria Island, Lagos, and became a Barrister at Law in 1991.

Samuel Onyeka furthered his education by obtaining a Master of Laws (LL.M.) from Abia State University in 2005, an MBA in Insurance and Risk Management from Enugu State University of Science & Technology in 2008, and a PhD from Imo State University, Owerri, in 2017. His doctoral thesis focused on the regime of anti-money laundering and combating the financing of terrorism in Nigeria.

Career

Academia

Sam Onyeka had a stint with the academia as a Lecturer 2, at the Faculty of Law, Imo State University, Owerri. He taught and supervised students in both the Faculty of Law and the Faculty of Business Administration, pioneering the study of Banking & Insurance Law. He authored several books, including "Fundamentals of Banking Law" and "Motor Insurance in Nigeria: Law and Practice." He was recognized as the best lecturer at the Faculty of Law, Imo State University, in 2007.

Chukwuka also served as a guest lecturer at various schools of nursing and midwifery across southeastern Nigeria, contributing to the field of Medical Jurisprudence in Nigeria.

Professional Experience

In the professional realm, Onyeka has held significant positions including Head of the AML/CFT Unit at the National Insurance Commission, Nigeria,[2] where he coordinated AML/CFT compliance for the insurance industry.

He was a member of the Nigerian Presidential Committee on Financial Action Task Force (PCFATF) a high-level national AML/CFT coordination body, and co-Chair of Nigeria's Money Laundering and Terrorism Financing National Risk Assessment Secretariat which organised the maiden National ML/TF Risk Assessment between 2013 and 2016.

He has been a Principal Consultant at ISG Consulting Limited[3] since May 2016, providing training and technical support services for private and public institutions in Nigeria and elsewhere. He is also the Lead Director of Transparent Protection Ltd/Gte, and Chairman of Compliance Publications Ltd.

Chukwuka has been a guest lecturer at the Compliance Institute Nigeria (CIN),[4] delivering critical AML/CFT training for compliance professionals. He is Adjunct Senior Lecturer, at the Faculty of Law, University of Abuja where he contributes to the development of the twin fields of Banking and Insurance Law and Anti-Money Laundering and Combating the Financing of Terrorism.
