The site's blacklisting was not "implemented in error or due to unforeseen circumstances". You were warned many times that the link was inappropriate. You continued to add it using sockpuppets. Therefore, it was blacklisted to stop the abuse. You stated that "[o]ur organization relies heavily on Wikipedia as a reputable and valuable source of information, and the inability to access content through [zameenlocator.com] has caused a disruption in our daily operations". The only thing the blacklist disrupts is your ability to spam the link to Wikipedia. You can still read and access Wikipedia.
