Yes, anyone can edit Wikipedia; the reliability of the information is discussed at Wikipedia:Replies to common objections. WP has several policies that help keep the quality of articles high. The case of Todd Goldman illustrates several of them; each article has a discussion page, Talk:Todd Goldman in this case, and you can see some debate there on how well the article satisfies policy, and links to the policies themselves. Most policies have shortcuts to them, so Wikipedia:Biographies of living persons is WP:BLP, and often editors will use the shortcuts to reduce typing, but they can look a bit cryptic at times.
