This is your personal sandbox. Anyone can view it, or modify it but it isn't in what we call "mainspace", so it isn't subject to getting deleted unless you do something really bad here (hate speech, etc.). You can delete and just mess around with wikicode AND...it is the place to develop new articles or major changes, without risk of screwing something up. You can create infinite sandboxes if you choose. Wikipedia has a general Wikipedia:SANDBOX, but it is easier to have your own that others are not likely to mess with.
