Hi Rook XVIII, welcome to Wikipedia! Great question. The official guidelines about level of "importance" are here: Wikipedia:Notability. I generally find that if there are at least ten decent sources available on a topic (substantial news articles, information in books, etc.), it's potentially notable enough for its own article. You could start by adding material about the topic to existing articles, and then I'd suggest using the Wikipedia:Articles for creation process to create a draft and get feedback on it.
