Deleting the article isn't a comment on whether she's legitimate or not. The main problem is that what you posted was not a neutral, properly referenced encyclopedia article; it was an advertisement copied from her own promotional materials. Even with the copyright issue covered off through WP:OTRS, it was still fundamentally a marketing statement rather than an encyclopedia article.
For instance: [Tracy] has been spreading her gift of music to audiences of all diversities. Her limitless vocal and songwriting abilities have placed her in a unique position to offer her audience a well- rounded, unforgettable music experience. I know that in record industry A&R writing it's perfectly okay to say that a person's talent is limitless and unique and unforgettable, because the point of that type of writing is to make people want to check out her music by appealing to their emotions; but in an encyclopedia we actually have to demonstrate, through the use of third-party sources, that those things are literally true, because the point here is to document the quantifiable facts. Wikipedia can't just assert that her talent is limitless and unique the way her PR agent can; for our purposes, we need documented evidence of exactly how it's limitless, exactly how it's unique.
I'll restore the page to your userspace for you; it'll be at User:Natlandry/Tracy Hamlin. The key to making it a proper article that can be moved back into articlespace is to avoid "emotional" words that represent opinions on the quality of her work, and to concentrate on the basic facts as discussed in reliable third-party sources (music magazines, newspaper articles, TV and radio interviews, etc.) that have covered her: biographical facts of her life, specific things that she achieved, etc. If you need some guidance as to the tone, style and structure that we need to follow on here, you can take a look at some of the other articles on here that have been judged as being of at least "fairly good" quality: if you go to Category:Biography (musicians) articles by quality, anything in the A, B, C, FA or GA classes is an acceptable model. (You don't really want to aim for "Start" or "Stub", and the other classes are for other related topics besides individual musicians.)
The other caution that I should mention is that because your article also names yourself as someone who's been directly involved in Tracy's career, you should probably read our conflict of interest policy as well. I don't mean to suggest that you can never write an article about somebody you know personally (I've done it myself on occasion) — but it is important to know where the pitfalls are in that, so that you can watch out for them, and avoid confusing personal knowledge with referenceable facts.
