I would like someone to decipher an admin reply to a request I recently put onto the page: https://en.wikipedia.org/wiki/MediaWiki_talk:Spam-blacklist#Proposed_removals where I was asking why a linked source to business-sale.com was refused, not because the domain is on a blacklist, but on account of a regex issue whereby any domain with '-sale' contained within the string is tainted with a blanket ban. The admin comment was:
Declined. If WP:RSN establishes that it is a reliable source, then Defer to Whitelist. To delist, Defer to Global blacklist. — JJMC89 (T·C) 23:42, 11 August 2019 (UTC)
... So what on earth does that mean?

- Basically, the default position is that we don't use sales domains as sources, so they are universally blacklisted. If there is good reason for using such a URL, it first needs to gain consensus for use at the Reliable Sources Noticeboard (RSN). If a consensus is reached there that the URL is a reliable and appropriate source, it can be added to the whitelist, allowing it to be used. So the first thing you need to do in order to use that URL as a source is take it to the RSN and get consensus from other users there that it's an acceptable source for the article.
