I think you added a lot of good content with your edits. I especially liked the part about hearing aids not serving as an effective HPD - even if they are turned off. I would agree that this section should stay on the earmuff page since you discussed potentially wearing the hearing aids under the HPD. One suggestion I have would be to explain why workers with high-frequency loss benefit more from HPD that attenuates sound equally across the pitch range.
