Cronache Picene is probably a reliable source. However, villasmunta.it is self-published by Vittorio Villasmunta, not a reliable source. Website amp.it.shops-com.in says its source (Fonte dell'articolo) is Wikipedia, and boscodellequerce.it (not the sort of place one would expect to find the biography of a meteorologist) is nearly identical to the Italian Wikipedia. They are WP:CIRCULAR. Giuliacci sounds hard working and accomplished, but that doesn't necessarily mean he's notable. Each language version of Wikipedia operates according to its own policies and guidelines, set by the community of editors who contribute there. So an article may satisfy the rules for the Italian Wikipedia but not the English one, or vice versa.

Please check the submission for any additional comments left by the reviewer. You are encouraged to edit the submission to address the issues raised and resubmit when they have been resolved.
