Nope you don't need a right to patrol the recent changes. Basically if a new page is created you can patrol it. And click the link at the bottom right of the screen to mark it as patrolled. --Clarkcj12 (talk) 16:19, 6 December 2013 (UTC)[reply]

Basically N means its a new page, but doesn't need to be patrolled most likely someone already has. N! means it needs to be patrolled, the best way to find pages that need to be patrolled is by going to Special:NewPagesFeed. Which is a stream of new pages that need to be patrolled, when you do that, you can add maintenance tags to pages that need it. Recent Changes is good for anti-vandalism work which is what you seem interested in. --Clarkcj12 (talk) 16:26, 6 December 2013 (UTC)[reply]
