Literally all your references, save one, simply demonstrate that they once won a city-wide service award, which is not really that exciting of a distinction on a global level (every city in the world is continually handing out local awards of all sorts). What we would like to see is more serious media coverage of this restaurant, its impact, its development, its business model, etc. I would suggest you look around Google for serious media discussions of the restaurant, and incorporate those into this article (and you can probably trim all the citations in the Award section to just one or two, we get the point).

Reasons for last decline have completely failed to be addressed at all; creator simply removed two references and then resubmitted the same article otherwise unchanged, while failing to actually address the actual problem. The problem is that nothing written or sourced here constitutes a reason why the restaurant would qualify for an article in an international encyclopedia -- the strongest claim of notability in the entire article is a purely local one, and the sourcing for it is all primary with no evidence of coverage in reliable, independent sources.
