It's a quote from Ranchoddas Shamaldas "Rancho" Chanchad/Phunsukh Wangdu from the film "Three Idiots".
As the quote says, you have to follow your passion and you will be sucessful like Rancho, Farhan and Raju in the movie. "Pants down" means people will worship you.
This quote is first mentioned by Rancho in the bathroom while they were shaving. He said that while Raju was mad at him and wanted to move to Chatur's room. The movie was also concluded by it, the narrator, Farhan said, "His holiness Guru Ranchoddas had correctly stated Follow excellence...Suceess will chase you, pants down"
The quote is also the theme of the movie, in the movie, Rancho persuaded his friend Farhan to follow his passion and become a wildlife photographer instead of an enginneer. He struggled for a long time as his father decided that he should be an engineer when he was born, he knew that he would be really angry. He had a letter in his bag to a great photographer which stated that he would like to follow him and take photo together. Rancho helped him to mail it secretly, with the photographer inviting to come with him for a year in a Brazil rainforest to take photoes. He was delighted, but still struggling. In the end, he decided not to go to the job interview at his school and go back home to express his feelings to his parents. Later, he became a well-known wildlife photographer and published lots of books which Rancho read to his students. As for Raju, engineer was indeed his dream and the only reason he didn't get good result was that he feared. He felt a real high pleasure with a sick dad, retired mum and a sister who couldn't marry. He felt that it was his responsibilty, to get good grades and a good job. He feared that if he couldn't do so, it would really let everyone down, and his family may not have enough money. However, after he commited suicide by jumping off the principal's office, he had time to reflect and learnt to face his fear. During his interview, he told everything to the judges and got a job.
