Being social coordinator of a small local community organization is not a reason why a person would typically qualify for an encyclopedia article in and of itself -- so to be eligible for inclusion here, she would have to be able to show a lot more than just local coverage in Vancouver's local media. However, what might be viable is to write an event article about the murder itself, in the style of Death of Alloura Wells. It could still say a bit about her as a person, but the primary focus needs to be on what might make her murder a notable event rather than on her biography per se. So take that under consideration and try to rewrite this in a style more like the Alloura Wells article, putting more emphasis on her murder's notability as an event than on her as a person, and then we can review it a second time to see if that revision changes things.
