Hello and welcome to Wikipedia. The editor in question Doctorfacts appears to be reorganizing, reordering, and rephrasing information rather than removing it. This is not vandalism. If someone is deliberately removing content from an article without reason, then that is considered a form of vandalism. The editor should however be using an edit summary to explain his edits.
