Saban troll

For about the past five years, several articles have been under constant attack from someone based in Canada who has an extreme hatred of Haim Saban and his creation of the Power Rangers franchise. This individual's edits to the Haim Saban biography had forced me to indefinitely semi-protect it, Saban Entertainment, and Shuki Levy when I had administrative privileges. His edits to the main Power Rangers article and subsequently any and every page relating to Power Rangers are bothersome and because of his location in the Greater Toronto Area, he has many ISPs and dynamic IP address ranges at his disposal (in the past, as you can see higher up in my sandbox page, I had blocked major portions of ISPs serving Toronto to hamper this individual's edits). This also resulted in this abuse report where he was kicked off of his old ISP. Seeing as he does not really ever change his screed, I think it would be simple enough to be blocked by the spam filter. His other edits (whitewashing pages such as Tokusatsu, Metal Heroes, and other pages of Saban Entertainment subject matter) are easy enough to catch and I don't think can really be caught by the abuse filter (I might be wrong). I'd like the abuse filter to have this user's edits permanently prevented (or until the abuse filter is shut down).

The IP 70.48.196.191 (talk · contribs · WHOIS) has been used several times in succession, including after four individual blocks on the account. He has yet to reset his IP following the last month long block. Special:AbuseFilter/213 was created to prevent this user's normal vandalism. Other IPs used have been 70.48.112.221 (talk · contribs · WHOIS), and 70.48.114.164 (talk · contribs · WHOIS), used as of 03:50, 25 December 2010 (UTC).

On 03:15, 25 September 2014 (UTC) he was identified on 69.157.74.52 (talk · contribs · WHOIS) and is vandalizing new pages now that several other ones had been protected. He seems to be focusing on Philippine actors and actresses, in addition to changing dates and whitewashing instances of Saban's TV series.

After being blocked on April 3, 2010, for 3 months, the vandal returned and expanded editing to all recent Heisei Kamen Rider pages, adding every single cast member (including those only appearing in films) to infoboxes, in addition to reference and hidden comment tag removals.

Back to January, I have been intermittently dealing with a vandal who utilizes IP addresses originating from Mumbai who in addition to vandalizing articles I primarily have on my watchlist (Tensou Sentai Goseiger, Goseigers, and a few others) also vandalizes articles on Bollywood films and actors. The used IPs (from oldest to newest are):

The range 59.184.0.0/18 would encompass all of these.
