Some see it as impolite to tell other editor to “Fuck Off” and scream WP:UNCIVIL so this page will allow civility and the opportunity to make it clear why the other editor Fucking Off is an appropriate step for them to take!
Some need structure to help them communicate to others the issues and reach a point where telling a Bully to Fuck Off is personally acceptable and empowering. This page endeavours to provide such structure.

When it's time to end doubt and you can say good faith is past, it's time to start calling spades spades and Bullies Bullies! Don't call them as Troll - call them by the correct name "Bully Wikipedius".

Rational
After 12 months of editing, I have noted a tendency by certain editors to have well developed bullying and harassment techniques or patterns of conduct which are plain Uncivil and beyond simple rudeness. They hide in the machine and thrive upon the opportunities. They would not dare act as they do in real world environments as people simply would not tolerate it. People would "See" the misconduct.
Abuse on your screen by a person who is not visible to others as they commit the abuse is a known issue in Wiki and the way cyber abusers and bully exploit everyone.
Unfortunately, Wikipedia as a poorly constructed technocracy lacks appropriate, signposted and well managed structures and system to address such conduct - an issue that such bullying and harassing people thrive under. They are cunning devious and exploit any and all loopholes and opportunities at pettifoggery and wiki lawyering, endless pursuit of others for any reason they can muster and public displays of power and might ... They fatigue others – waste time and energy and generally make Wiki a place people don’t wish to be. The bullying ranges from the Very public to the passive aggressive - from the ultra fast action to obstruction by simply not communicating to allow progress on problematic pages or content to be made.
These Bullies are generally technology and technocracy savvy and exploit this advantage to control and abuse others through the technology. It is a feature of the Techno Class in a Poorly operating technocracy, and such conduct being tolerated supported or condoned is a sign of a dysfunction in a technocracy - just as Lynchings and Institutional Racism are a sign of a dysfunctional democracy.
Cyber Bullies and harassers drive good people and good editors away because they hide behind systems and the biggest place of all ASSUME GOOD FAITH.
They just wait to be able to scream that you are not acting in good faith so they can claim injury and play the martyr card. They love the WP:DRAMA.
Wiki says "When doubt is cast on good faith, continue to assume good faith yourself where you can." Good Faith is not mandatory it is possible when people are clearly acting in bad faith to call it just that! BAD FAITH.
When you can no longer assume good faith stop being trapped by that Wiki Limit and call abuse by it's right name ABUSE! Call the bully BULLY!
These people are anti-diversity and specifically add to the Systemic Bias within Wikipedia and also cause and maintain the gender gap in editor retention and recruitment. These people are bad for Wikiville in so many ways.
They literally thrive upon bullying, abusing, manipulation and harassment of others to express power and supposed authority. I apply the Duck Test WP:DUCK - If it Keeps Quacking and is not a duck It's a Bully and intent upon harassment. It gets called Bully and not any other name. You call a mad dog a mad dog - you call a racist biggot a racist biggot - so you call a Bully A Bully and they can scream WP:UNCIVIL all they like.
It is not Uncivil to make an accurate report god faith statement and ask for the abuser to stop. They may well scream otherwise - and that is the hallmark of a low grade bully. Silence as a response indicates a high level bully.
It is the rational action calling the bully A Bully, but as with all such things the Bully is an expert in taking the right action, making it look wrong and pointing fingers everywhere but where they need to be. Bullies are experts at perverting reality and defending their own abusive ways. The most accomplished bullies have been found to develop their issues in childhood. They fail to develop any grasp of a world that is not centred around them. The patterns of behaviour are the same as a 6-8 year old child, but with an adults brain and experience supporting them.
That is why when a bully is caught and held to account they cat like a brat and attempt to use emotions to manipulate others into supporting them. They employ the strategies of a child and not an adult. It's a hallmark of the Bully, but often only comes after they have caused great damage and much distress.
When challenged such people will attempt to dismiss matters – they will counter attack and ultimately they will feign victim-hood and take a wiki break (Oh Please Leave early and cut out the WP:DRAMA!).
If you face an editor who is always making excuses, diverting attention and burying people under supposed expertise, Wiki Rules and generally spending more time controlling others than editing and improving content you may well be dealing with a Serial Bully. Don't Run away - seek help! Call it Bullying.
Bullies thrive on exploiting other peoples' resources. It is all well known in the fields of Psychology and Bully Management. If you feel Bullied the Probability is you are dealing with a Bully.
If you feel that your only option is to leave Wiki and not be abused more, that is a legitimate course of action and is right for you. But just because you leave does not mean you may not come back. Everyone is welcome in Wiki, and so many would welcome the exit of the WP:UNCIVIL bullies who have made Wiki their home and a place to abuse with impunity.

There are presently no suitable resources within Wikipedia to refer to. It has been a major issue for some time and is seen as linked to the issues with editor retention and declining standards.
As Wiki is a community driven technocracy, there has been an unfortunate pattern of people who are bullies being empowered with adminship. This makes it more problematic in having structures put in place which deal with the reality of the person bullied rather than empowering the Bully at every step. the Bullies are aware that the Victim is at a disadvantage and they wish to maintain that Disparity. If you have Carte Blanche to abuse, and it fills a void in your existence, why would you wish to give it up?
If you Feel Abused You Probably Are
If you feel abused and harassed the probability is that you are. Do not underestimate the impact of On-line Bullying and harassment of adults by adults. Research shows that 50% of victims have PTSD related symptoms and Psychological Injury.
If you are bullied and harassed on-line do not underestimate the effect.
Consider it this way. You are at home and a person enters your home and abuses - bullies you. That is plain antisocial and you are justified in Kicking any such person out of your home. If they do it repeatedly it gets labelled Domestic Abuse. They are seen as Antisocial. When people see the person doing it they call them abuser and support you in making the abuser go away and having the absue stopped.
But within all forms of Domestic Abuse and Interpersonal Violence it is well known that a person can appear to the wider world as a saint, and yet to the person they target they are truly evil. Serial Bullies are experts in playing that game so that they gain support form others and no-one will believe the victim.
You are at home dealing with an Abuser And Bully who is using Wikipedia to do it. Where is the abuse taking place - in cyber space or in your home? Because other people don't see it happen they do not grasp how damaging it is and how it affects the victim.
Do not underestimate the impact of Domestic Abuse by a total stranger whilst you are in your own home. It is assessed as worse than being abused publicly due to the Psychological Impact.
Even if others do not take your feelings and experience seriously do not allow them to dismiss you. Abusers and Serial Bullies are opportunistic and seek ways to hide in plain sight.
They Thrive upon other people wanting to act in WP:GOODFAITH. That is the Wiki Achilles Heal they most often use to abuse others. If they are not acting in Good faith and it's the right word - call the Bully!
Levels Of Notice
The following list is sectioned to communicate the level of concern to any person who is behaving in such a manner as to cause “Damage and or Distress that is Unwarranted and beyond the level of Nuisance”. It is a staged approach which allows the person to alter their conduct and behaviour should they so wish to do. It allows them Volition and to show respect to others. Should they fail they have no-one to blame but themselves.
This notice and the graded notices can be linked to from other areas of Wiki, so by providing a link to a section of this page without having to say Publicly “READ THIS YOU BULLYING UNCIVIL TROLL AND WASTE OF EDITORIAL TIME” - it is possible to communicate in a Publicly Civil and unambiguous way and not contaminate other Wiki Spaces or adversely impact other Editors.
Level 1 - Polite with Suggestions
I am letting you know that your behaviour is WP:UNCIVIL and I am advising you that it is starting to look like Bullying and Harassment.
Kindly look at your behaviour, language and general demeanour as it is not appreciated or acceptable and you should stop it.

You are not being advised to consult sources on Trolling, as you behaviour is assessed as being at a level that bypasses that as an excuse or explanation. You are not being called Troll You are being seen as a Bully and Harasser. If it becomes appropriate, the notices below will be used and communicated to you. The first defence of the bully is to dismiss other people. Seeing this as a joke will make you look bad and will be seen as you not acting in a rational and reasonable way given this notice, its content and what is being communicated.
