Is this template okay?

I don't know why it was created in the first place.

Can someone please tell me why this template's created?

This template used to have a LOT of red links. As of now, though, all the red links have disappeared, leaving a few normal links behind.

Can we somehow get rid of it? (NOTE: not putting it under deletion).
