Formatting issues with Norway article

This template has been used in the Urbanization section of the Norway article. Unfortunately it seems it has covered up the next heading (Immigration) and screwed with the formatting a little. I'm not au fait with template coding, so could somebody take a look and see if this can be fixed? I imagine it must be some kind of HTML floating/clearing issue. Cities or metro areas ?

The title says cities, but the numbers for Oslo also includes suburbs in Akershus. It the numbers are meant to include city+suburbs (metro) the text must say so. We then problably should have a new page for the Oslo metro area to link to. And it must be possible to include more than one county in the county section. It doesn´t seem like suburbs are included for other cities, like Bergen, Kristiansand. (But some cities are put together, like Stavanger/Sandnes). The number seems correct, according to what SSB calls "city" or "tettbygd strøk", in most cities except Oslo and Stavanger the municipality is bigger then the "city". They have another statistics where they list the greatest municipalities, but as this template links to the municipalities it is somewhat misleading.
