Ok where is the source of the so-called phases? According to news report, ( Wah Kiu Yat Po 1966-04-11), The Shatin New Town started the town planning process AFTER Castle Peak (a.k.a. Tuen Mun New Town), while according to a book Asian Urbanization: a Hong Kong Casebook (1971), Castle Peak, Tsuen Wan, Shatin, Taipo, Fanling, Yuen Long, Kwun Tong, Junk Bay, Sai Kung are placed on the same map with caption "Possible future urban development in the New Territories", thus where is the source to state Tai Po, Fanling-Sheung Shui and Yuen Long as phase 2?
