Inclusion criteria

I have applied the inclusion criteria for the major settlements section, which have been used on other county templates. This means that all towns and cities are included (whatever their size), and all villages with a population of 10k or more.

Accordingly, I have added Chellaston, Mickleover and Spondon. Arguably, these are all just parts of Derby so perhaps they shouldn't be here, but they seem to have separate identities to the city, so I think they should stay.
