Generates a web-link for the Federal Communications Commission Licensing and Management System (LMS) Admin facility details for the applicable United States radio or television station.

Usage

Parameters:

• 1 - the station facility ID according to the FCC Licensing and Management System (LMS) database, required
• 2 - the station callsign, optional but recommended (ignored if parameter 3 below is used, however)
• 3 - the URL text, optional
