Hove Library

- Please remove duplicate links outside the lead (Hove Town Hall, Public Libraries Act 1850, Brighton and Hove; link only first occurence.
- Consider adding archive links (not a DYK nom requirement).

- Thanks for your review. QPQ now provided and overlinking sorted (I think I've removed all instances). I have archived the 2 National Heritage List for England links, but unfortunately the NHLE template doesn't supported archive-url and archive-date parameters (perhaps these should be added?).
