- ALT1:... that Azwar Abubakar was acting governor of Aceh in the aftermath of the 2004 Indian Ocean earthquake and tsunami?
ALT2:... that when Azwar Abubakar restarted the Acehnese bureaucracy after the 2004 Indian Ocean earthquake and tsunami, almost two-thirds of the staff were missing?
