Equilibrium or steady state?

The article uses the term "equilibrium" for the concentration of Xe135. I believe, the correct term is "steady state". Equilibrium is a balance of forces. Steady state is a balance of rates. In a chemical equilibrium A<->B, the same molecules constantly turn back and forth. A turns into B, and later B turns into A. However, in this case, U turns into Xe, then Xe turns into smtg else. The concentration of Xe is governed by the relative rates: U->Xe135 and Xe135->Xe136. There is no turning back, therefore no chemical equilibrium.
