in the dictionaries willow is described as a tree.but i want to know what willow means in the the song Goin,Goin,Gonewritten by Bob Dylan.In the song it is said that:

I've just reached a place Where the willow don't bend. There's not much more to be said It's the top of the end. I'm going, I'm going, I'm gone.

can someone please explain whats said in this verse of the song and the meaning of the word willow as used in the song.
