Hello Gbawden -- WP:COI? Sure. The unfortunate choice of userid makes that an easy guess. You can also be sure that no money passed hands, not for this article, like it most assuredly does for an editor named Biografix. It is more important to look at this article on its merits. There was no promotion of the subject's commercial ventures. He's a guy doing the green thing for his country. You can find his name in UN reports, but no magazine profiles. He apparently didn't spend his career teasing journalists. The question now is whether we find some nice articles that establish notability before the newspaper publishes his obit.
