School break

"Most of Utah's school districts take their fall break to coincide with the 2-day convention": despite the news story in the footnote, I believe that the fall break was originally set to coincide with the start of the deer hunt, and that UEA then scheduled their convention to take advantage of the break. However, I can't find any definitive sources one way or the other. The news story "UEA switch throws wrench in works" seems to give some support to my theory, because when UEA changed the date of their convention, the schools kept the break at the start of the deer hunt, but that's not as firm evidence as I would like. Is UEA a Union

Does UEA have union rights like collective bargaining, or are they just a professional association without any "power" to help their members?
