I think that the section on "Wigner distribution function" is of such low quality that it detracts from the rest of the article. The explanation is vacuous, for the most part content-less, and contains no connections to concepts introduced earlier in the article. Note that previous sections concerning the STFT have images and less technical verbiage, explaining the application of the transform.
