I think there was a version of this rule before 1991, but can't find any evidence online. In particular, my memory is that it played a part in some games in the 1970s, in particular the memorable Thanksgiving day game in 1974, when Clint Longley ("Mad Bomber") led the Cowboys to a win over the Washington Redskins.
