Explanation of COI tag

I added a COI tag because a major contributor, User:WheelsOfFall, is a blocked sockpuppet who has been linked to another account that appears to be doing paid promotional editing as evidenced here WP:Sockpuppet investigations/CastleKing1440/Archive.
