Equivalence with no tax break?

Is a tax on childlessness functionally equivalent to a tax break for having children, as practiced in the US? Taxes are unpopular, whereas tax breaks are popular, but both routes take money from people with no children and give it to people with children, no? This article makes childlessness taxes sound somewhat extreme, but is that really warranted if it's just a different way to package a common wealth transfer?
