Why mention Cicero?

"The elder Seneca was born in Spain at a date sufficiently early that he might, theoretically, have heard the voice of Cicero, had he been living in Italy as a boy. Instead..."

What is the value in this sentence. If it is to point out that he and Cicero are near-contemporaries there are better ways to do so; if the purpose is to add "color" to the article I don't think that's appropriate for an encyclopedia.
