Merge this article with the Digital rights article?

I suggest that this article should be merged with the existing Digital rights article. There is considerable overlap between the two articles already and I don't see the need to maintain both. The "Right to Internet access" article would become a #REDIRECT to the "Digital rights" article. What do others think? Could you say a little more about the differences? I see the "Right to Internet access" as one of the rights included in the broader category of "Digital rights". Critiques of the human right to Internet access

A decent question. Because the history of human rights on the Internet really starts earlier - with the Internet creation. The Internet was a US Government project. And thus human rights at least on the Internet in the United States belong to the citizens of the United States.
