Order / wording of first paragraphs in Ukraine_scandal section

The first paragraph starts off with mentioning "the contract" without any context. Which contract? It seems like the paragraph just addresses things in the wrong order... so maybe the first sentence(s) should just be moved/integrated later into that paragraph? —Mrand TalkC 15:11, 16 December 2020 (UTC)[reply]
