English name

I moved the article from 'Residential Surveillance at a Designated Place', as the use of 'Location' is much more common, by more authoritative sources, especially in conjunction with its associated acronym (RSDL rather than RSDP). I don't really see the need to mention the 'Place' variant in the text, which would tend to validate its tenuous existence. I kept the capitalization 'Residential Surveillance at a Designated Location' rather than 'residential surveillance at a designated location', though reasonable people might disagree.
