accuracy?

The article says "The court unanimously held that the Charter does impose an obligation to ensure duty counsel is available upon arrest." That's wrong, isn't it? I don't have time to read the whole case, but the headnote seems to say that the Court unanimously held that the Charter does not impose a substantive legal obligation on the government to provide duty counsel. --Mathew5000 22:42, 20 August 2006 (UTC)[reply]
