I am not aware of any proposal for this in the US. Is there a reference for that sentence in the article?DGG 03:19, 21 October 2006 (UTC)

I've never head of any such proposal -- at least, no such proposal by any politician, government agency, or library. I'm sure that there are a few authors and publishers out there who think it's a great idea. Lede unclear

I suggest that the lede should spell out what PLR actually is: namely, a scheme whereby a library system pays money to authors based on how often their books are borrowed from it. At present, the article seems to assume that its readers already know this, and mentions payment to authors only further into the body of the article. I could try to do this myself, but my viewpoint would be excessively UK-centric, and I have no professional expertise in the area – an actual librarian, preferably with some international knowledge, would be far better able to improve the lede and the article overall. {The poster formerly known as 87.81.230.195} 2.217.209.178 (talk) 23:20, 10 November 2019 (UTC)
