CARES+OWS in lede?

Should CARES and OWS be mentioned in the lede in the COVID paragraph? By comparison, the Great American Outdoors Act is currently in the lede but should it be? How important is it and how much did the Trump admin advocate for it? This [1] article seems to suggest he/his admin wasn't so involved? DrIdiot (talk) 03:19, 23 February 2024 (UTC)[reply]
