E-coli Outbreaks

I read the general article on E-coli and this one on pathogenic E-coli. They mention outbreaks in the USA. I didn't see any from other countries (could have missed it). I was wondering if there is information as to how prevelant E-coli infections are worldwide. Do we have more in the USA in the last 20 years or is the reporting of the cases better? Are the strains mutating into more strains than previous years or is our knowledge of the number of different strains just improving?

Also, my own personal opinion is that the wearing of gloves in restaurants might be exacerbating the problem rather then improving cleanliness. For example: if someone has dirty hands and then handles the gloves putting them on, isn't that a source of contamination? Also, if they put on gloves and then touch something contaminated, such as the floor or dirty utensil, aren't they just contaminating everything else? I see gloves as a way for people to get the feeling that they are safer, when in reality they might not be. Will fast food restaurants or any other possible sources of food contamination where they wear gloves let or even allow the employee to change their gloves every single time they might have possibly touched something?
