This article seems not to be based on the acoustic standard literature, in particularly considering how the introduction is formulated. There are also some concerns with the information in the tables. E.g., the matlab codes provided here are not consisting with the calculation scheme for the standardized (ISO) exact frequencies (10^(n/10)*1000). The differences are small, but it is still of little or no relevance to give the "calculated values", and particularly with three decimals. It would have been more useful to list the respective centre frequencies (the preferred frequencies, which are approximated by the relevant figures of the R10 series) along with upper and lower band limits (preferably rounded to nearest integer), instead of presenting detailed non-standard calculations. Also, I guess that the numbering of the bands is not consistent: #1 for octave band 63 Hz does not match choosing #1 for third-octave band 16 Hz (not according to any standard that I am aware of).
