Why is Haiti so low?

Haiti is alleged to have an LDI of **zero**. How is that possible, given that there's a strong social/caste distinction between people who primarily speak French and people who primarily speak Haitian Creole? Is the LDI assuming that all Haitians have Haitian Creole as their first/L1 language? —Moxfyre (ǝɹʎℲxoɯ | contrib) 23:39, 11 June 2017 (UTC)[reply]
