Party composition?

Where the legislature meets
The lede of this article says "The territorial legislature meets in the capital of Charlotte Amalie on the island of St. Thomas." But there's also a building in Frederiksted on St. Croix with a sign saying Legislature of the Virgin Islands . So does the legislature split its time between the two islands?
