Given the organization of this article, the repetitive section headers, and the almost complete lack of prose content after the lead, this article would be much better presented as a list article, probably in the form of one alphabetized table of all member states, with sortable column headers for the various cases enumerated by the section headers in in the current version.
@Mathglot, this seemed like a good proposal and no objections were raised so I went ahead and converted the page. I'm not sure how up to date all the entries were and the article would benefit from further expansion, I just wrote a quick macro to transfer the data currently on the page into a table format.
