We're really missing the big picture here. James overrode all the NASA technical experts and committees on the SRB selection for STS/Shuttle. Because he wanted to send the SRB contract to his friends in Utah - utterly corrupt.
Reagan brought him back to oversee the investigation of the disaster that he personally caused.
