Bicycle or motorcycle

It's not a license road-legal vehicle. It was made long before such regulations existed. There's no reason to officially classify it as anything in any jurisdiction today. It was called "Geneva steam bicycle" in its time. Later experts described it as a motorcycle. These are the facts we have.
