Removal of section called 'Annex'

I'm in the process of 'wikification' of the page. I've removed the section 'Annex' because it is unclear who is talking, what they are referring to, even what the context is. Of course, if someone does understand it and can make it clearer (and provide citation) it'll be in the history of the page prior to September 1, 2010.
